Consider that cut lists are like BOMs for multibody parts.

Create a BOM from virtual (internal) parts. It is not saved to the outside world. Insert invisible parts into the assembly. Create an invisible drawing with an invisible BOM, listing all the parts. Save this as a spreadsheet to deal with project planning.

Insert a BOM onto a drawing with Table>BOM.

Reorder a cut list by adding a column, placing numbers in the right order into the column, then sorting on that column. Delete the column when finished.

Save a BOM as a template via RMB.

Select don't show child components in BOM ... when you create a new configuration.

Set visibility of individual items (rows) in the BOM.

Sort on a column in a BOM (Column>RMB>Sort). This will change the item numbers (and balloon numbers).
