Add a Belt entity to a sketch (Tools>Sketch Entities>Belt Chain).
Sketch,Relation | Belt
Connect more than two pulleys (say two pulleys and an idler) with Insert>Assembly Feature>Belt/Chain.
Assembly | Mate,Belt
Create belt relations to a sketch to relate sketched circles (e.g. pulleys).

Realize that when you're adding a belt entity to a sketch, the feature assumes a clockwise sequence.
